Virginia Peninsula Community College welcomes applications for a Dean of Retention and Student Success. Founded in 1967, we serve the cities of Hampton, Newport News, Poquoson, and Williamsburg as well as counties of James City and York. As of Academic year 2021-2022, our college was the sixth largest in the Virginia Community College System in terms of students served. The College served 8,987 students in academic credit instruction in that year. The college is nestled in the backyard of the NASA Langley Research Center, Jefferson Lab, multiple military bases, the largest nuclear ship and submarine building company in the United States, the Virginia Space Grant Consortium, Colonial Williamsburg, and several major medical and healthcare institutions. Our community is home to the Commonwealth’s largest infrastructure project, the first U.S. offshore wind energy development in federal waters, a diverse array of homeland defense and security organizations, excellent public-school systems, renown colleges and universities, theme parks, museums, research centers, entrepreneurial incubation labs, fine dining, arts, entertainment, and leisure.

Reporting to the Vice President, Enrollment Management & Student Success, the Dean of Retention and Student Success is a college wide position with the primary responsibility of providing strategic direction, operations, evaluation, and oversight of various activities and programs to create a seamless structure to meet holistic needs of students, lead retention and persistence practices, equitable outcomes, and an enhance the student experience at the institution. The Dean of Retention and Student Success is designed to be an internal subject matter expert responsible for accountability and metrics related to student outcomes, retention, persistence, and success. The position will use varying styles and approaches that reflect an understanding and acceptance regarding the role of culture in a diverse, multicultural workplace. The Dean of Retention and Student Success possesses a growth mindset, a strength-based approach centered on students, and a steadfast commitment to equity, especially concerning the elimination of barriers to college success and completion. The position supports and promotes a climate of collegiality, innovation, and improved service to students and cooperates with faculty, staff, and other managers to develop processes which are supportive of student success. In addition, the Dean of Retention and Student Success responsibilities include enhancing student engagement, and increasing college completion, and annual review and editing the Student Handbook, student services sections of the College Catalog and other published materials. The desired candidate will serve as a results-driven strategist and effective change agent working collaboratively to facilitate a college-wide approach to: retention, community college student success, and an enhanced student-centered learning environment.

The Dean of Retention and Student Success serves as the institution’s Title IX Coordinator and manages other state and federal laws relating to discrimination, harassment, sexual misconduct, and stalking. The dean is responsible for conducting or supervising investigations into allegations of discrimination, harassment and sexual misconduct involving students and, in coordination with the respective Human Resources, allegations involving staff and/or faculty. The position is also responsible for maintaining the college’s policies regarding discrimination, harassment, and sexual misconduct, as well as assisting in reviewing and revising the internal processes and practices for the investigation and adjudication of these issues, as may be needed. The dean is also responsible for developing and conducting training for students, staff, and faculty on all issues of discrimination, harassment, and sexual misconduct.

With the responsibility for coordinating and administering student conduct policies and procedures, the Dean will respond to and investigate allegations of student conduct violations in the Division of Enrollment Management and Student Success. This position will foster and implement a community that promotes the well-being of students; set and carry out disciplinary policy as outlined in the Student Handbook, VCCS policy and state and federal regulations, as well as serve as the chair for the Threat Assessment Team and manage the supporting software. The position participates on and leads college-wide committees and projects related to student success.
As Program Owner for the EAB Navigate Student Success Management System, the Dean of Retention and Student Success will restructure and manage the college-wide early alert program. Collaborate with Enrollment Management and Student Success staff members to enhance the use of Navigate for outreach, onboarding, appointment center, academic advising, early alert, registration, campaigns, and reporting. The position serves as the chair for the Navigate Leadership Team and conducts regular team meetings with the EAB Consultant to complete deliverables and will direct overall efforts to engage faculty, staff, and student users.

This dean is responsible for providing leadership for strategic planning, assessment, and budget oversight for specific retention and student success service units. This role will provide direct supervision and oversight to the following areas:, student life and engagement, accessibility services (ADA), Testing Center, Great Expectations, and the first-year experience (FYE). Furthermore, the position will work directly with student affinity groups such as National Society of Leadership and Success and serve as the advisor to the Phi Theta Kappa Honor Society.

 
Duties and Responsibilities:
  • Provide leadership, administrative, and fiscal/budget oversight and policy, procedures, protocol, and process development with developing a plan in the post-admissions experience for improving equity, student retention and persistence rates toward degree completion.
  • Provide responsible leadership and supervision in ensuring the post-admissions experience for students is holistic in the areas of student affinity groups, student life and engagement, accessibility services, etc.
  • Serve as Student Conduct Officer, collaborate with other college officials to investigate, adjudicate student conduct cases, and sanction students for infractions of the Standards of Conduct in a timely and effective manner.
  • Ensure student discipline materials are updated and maintained (i.e., student handbook, marketing materials, policies, and presentations).
  • Maintain official student conduct files and respond to authorized background checks for student conduct.
  • Provide oversight for the coordination and delivery of training and presentations regarding academic integrity, behavioral management, and mediation as needed.
  • Develop, implement, and maintain interventions, sanctions, and response to student academic integrity and behavioral concerns at the senior staff level.
  • Chair, Threat Assessment Team, and Bias & Discrimination Committee.
  • Serve as a liaison between academic divisions to build opportunities for the unit and faculty collaboration for retention and persistence partnerships.
  • Research, examine, and implement strategies that align with the college’s student success framework.
  • Maintain current knowledge of federal and state laws in higher education.
  • Make recommendations to update policies, procedures, and processes that will remove barriers for all students.
  • Evaluate effectiveness of current systems, engagement opportunities, and processes.
  • Creatively uses state-of-the-art technology in the delivery of student engagement opportunities and co-curricular programs that meet the needs of a diverse student population.
  • In collaboration with the department of institutional research and planning, develop, implement, and monitor outcomes assessment of retention and success strategies, analyzing data and writing reports to guide future action.
  • Serve as a co-lead administrator for College Enrollment Team.
  • Serve as chief PTK advisor.
  • Perform other duties as assigned by the Vice President, Enrollment Management & Success.

Minimum Qualifications
Degree Requirements
  • Master’s degree in Higher Education, Counseling, Educational Administration, Student Personnel Administration, or a related field from a regionally accredited college or university.

 

 
Minimum Qualifications
  • Knowledge of federal, state, and institutional laws, regulations, policies, and procedures including SACSCOC, Title IX, ADA, FERPA, Threat Assessment, and Student Conduct.
  • Experience in the areas of student engagement, retention, enrollment services, student support services, student completion, and equity.
  • Demonstrated knowledge of current trends and issues affecting student services in higher education.
  • Progressively increasing responsibilities demonstrating integrative leadership for student activities, student life and student conduct, or management level administration in student services.
  • Proven leadership in a large, complex organizational setting, preferably within a community college.
  • Extensive supervision and management experience.
  • Have current knowledge of evidence-based best practices related to retention and student success.
  • Ability to analyze and synthesize quantitative and qualitative data for the purposes of implementing.
  • Proven innovative practices and strategies around retention and student success.
  • Ability to work with and collaborate well with high-level administrators, faculty, staff, students, and their families.
  • Proven ability to work as a team player, appropriately exhibiting a positive attitude, a sense of humor, and the ability to tolerate and flourish in an environment characterized by multiple complex factors, competing priorities, ambiguous situations, and resource challenges.
  • Ability to maintain confidential information.
  • Strong critical and reasoning skills; superior organizational, written, and oral communication skills.
  • Experience with student information systems, data tracking systems, developing actionable retention plans, and building a positive rapport with faculty and staff stakeholders.
  • Computer Skills: Microsoft Office suite, multimedia software in post-secondary education, social media technology, and student record data base systems. Knowledge of and ability to utilize administrative applications of information technology.
  • Demonstrated skill in managing budgets, equipment, and other institutional resources.

 
Preferred Qualifications
  • Ph.D. in Higher Education, Counseling, or related field.
  • Experience in community college setting.
