Overseeing the Milgard Child Development Center at Pierce College Fort Steilacoom, the Child Development Center Supervisor/Teacher Mentor (Early Childhood Program Specialist 4) oversees and coordinates staff, including early childhood teachers, in providing an equitable and inclusive learning ecosystem that serves a diverse community and serves the needs of children ages 1 month to 5 years enrolled in the Center. The supervisor has responsibility for ensuring compliance and implementation of all health and safety regulations of the college and state licensing requirements, as well as grant requirements, such as Head Start/Early Head Start. This supervisor maintains a collaborative and constructive partnership with the supervisor of the Garnero Child Development Center, the Lab School of the College’s ECE program, and reports to the Director of CDCs & Family Advocacy. This position actively supports and engages in Pierce College’s goals for equity and inclusion in order to provide access and support for our diverse community of learners and our goal of becoming an anti-racist institution.

Essential Functions

 

The Child Development Center Supervisor/Teacher Mentor (Early Childhood Program Specialist 4) will be responsible for the following, but not limited to:

 

Integrated Institutional & Program Core 

  • Actively advance Pierce College's goals for equity and inclusion in order to provide access and support for our diverse community of learners. 
  • Contribute to an engaged and supportive team with shared accountability for the equitable success of children, students, our Child Development Centers, and Education Programs. 
  • Participate in committees and task forces to ensure collaboration on reducing barriers and promoting retention. 

 

Site Management & Staff Supervision

  • Responsible for daily operation of center.
  • Supervise staff including interviewing and recommending selection of permanent applicants. 
  • Supervise early childhood staff. Train, model, and hold classroom staff accountable in appropriate conduct and both culturally affirming and developmentally appropriate practice. Staff includes teachers, assistants, aides, substitutes, students, and other support personnel.
  • Act as a support and resource person for classroom staff, which may require serving as teaching and filling in for vacancies to ensure successful operations. 
  • Work closely with the director in order to hire, train, supervise, and evaluate team according to standards and criteria of the college and the field. 
  • Prepare and maintain administrative and business reports and records of the center in order to ensure center meets operating and licensing guidelines, aligns practice to meet grant outcomes as necessary, and is best positioned to equitably serve the needs of our diverse community. 
  • Support the professional development of staff and collaborate to ensure guidance for staff and families is up to date and in alignment with college mission and commitments to equity and antiracism.
  • Oversee accreditation processes and work collaboratively to implement program improvement and alignment.

 

Educational Program Administration

  • Collaborate with the director and Garnero supervisor to coordinate overall educational component of the Child Development Center to maintain alignment of equitable, inclusive, child-centered, developmentally appropriate curriculum and pedagogy.
  • Actively participate in advocacy to enhance care and education of young children.
  • Review, approve, and facilitate the modification teacher lesson plans as needed to meet Center and institutional goals and mission.
  • Supervise and support teachers through regular observations, individual meetings, and staff meetings.
  • Provide annual written performance assessment for each head teacher and support the identification and achievement of their professional development goals.
  • Observe assigned part-time personnel to assess performance and capacity, as well as ensuring a constructive work environment that effectively advances the equitable needs of children in line with institutional mission. Make recommendations to respond to personnel needs and accountability.

 

Child Development & Family Support

  • Oversee recruitment and scheduling of children for the early childhood program
  • Maintain transparent, ongoing, and culturally affirming communication with families to discuss the development of enrolled children and to share updates to center operations.
  • Engage in equity-centered and culturally affirming practices to present parent orientation, counsel and assist families on psycho/social adjustment needs, and work to problem-solve family financial and other issues related to admission. Oversee and collaborate with others to advance this outcome. 

 

Budget and Resource Monitoring

  • Coordinate recommendations for equipment and supply purchases and prepare required reports for the college and funding agencies. 
  • Assist with the preparation and monitoring of the center budget.
  • Assist in monitoring department expenditures within budget guidelines; record and reconcile disbursement log.
  • Generate Accounts Receivable. Monitor payments of childcare tuition, maintaining records of funds received, distributed, and transferred. 
  • Generate, monitor, track, and verify purchase requisitions in line with college policies and procedures.
  • Order and maintain all supplies, including office products and cleaning products.

 

Other Duties As Assigned

  • Collaborate with the Education department to insure the integration of theory and practice and support Lab School operations.
  • Assist in interpreting the Early Childhood Studies Program to public through community contacts and participation in community activities,
  • Participate in local, regional, and state activities to advance Center operations and college mission. 
  • Maintain an understanding of current trends, research and practices in the field of early childhood education through continued study and participation in professional organizations.
  • Other duties as assigned to support the mission, goals, and objectives of the college. 

 

 

Qualifications

 

Education Required

  • Associates degree from an accredited college or university in Early Childhood Education or closely related field.

 

Experience Required

  • Demonstrated commitment to equitable student success and fostering inclusive teaching practices for a diverse community. 
  • At least two years working as an early childhood educator in a center or in-home facility. Experience working with children of 1-5 years old enrolled in a group setting.
  • Experience in curriculum development and implementation in ECE. 
  • Ability to make difficult decisions to protect the health and safety of children and staff.
  • Experience managing budgets. 
  • Evidence of effective communication, transparent decision-making, and effective delegating.  
  • Experience working with adults in the role of coach, mentor, and/or supervisor.

 

Special Requirements

  • Ability to travel to early learning programs, local school districts, and state level conferences/committees.
  • The successful candidate must consent to and pass a criminal background check after a conditional offer of employment. Information from the background check will not necessarily preclude employment but will be considered in determining the candidate's suitability to perform in this position.
  • Written proof by a healthcare provider of TB testing prior to starting work.

Training typically required within three months per Washington Administrative Code (WAC) Chapter 110-300 includes but is not limited to:

  • WA Department of Children, Youth, and Families Orientation & Training.
  • Valid Food Handlers Permit.
  • Valid First Aid and CPR Card.
  • Completion of HIV/AIDS training.
  • Completion of Blood Borne Pathogens training.
  • Completion of an Early Childhood State Certificate or equivalent (must be satisfied before August 2026).

Terms of Employment

This is a full-time (40 hours per week) classified, overtime-eligible position with Pierce College District. This position is permanent after serving a 6-month probationary period. The primary work location will be at Pierce College Fort Steilacoom campus. Occasional travel to Pierce College campuses or sites may occur. Work hours are between 8:00 a.m. and 5:00p.m. Monday through Friday with occasional evenings and weekend work, and occasional travel as required. This position may be subject to reassignment between campuses or sites.

 

Salary & Benefits

The starting salary of this position is $5,268.00 per month, dependent upon qualifications, with periodic increments up to $6,419.00 per month. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary. Physical Work Environment

This position will work primarily indoors in an office environment within a child development center.
