Organizational Background

The Children’s Home Association of Illinois(CHAIL) is a youth, family, and community focused 501(c)(3) organization with multiple locations and 450 staff, located in Peoria, IL. For over 156 years, CHAIL has been helping the kids and families who need it most. In 1866, a group of civic-minded women responded to the need of the poor by forming the Christian Home Mission. This organization not only brought relief to families in need, but they also sought to solve the larger systemic problem of poverty among women and children in our community.

Over the years, the organization expanded in various ways. In 1967, a merger resulted in what is now known as Kiefer School, one of two fully functioning schools under the Children’s Home Association of Illinois (CHAIL) umbrella. During the 1980s, community-based programs began to help prevent the unnecessary removal of children from their homes and two Supervised Independent Living facilities opened serving older teens transitioning to independent adult living. In the 1990s, CHAIL gained an increased focus on preventing criminal activity to avert youth from entering the juvenile Department of Corrections. In 2007, CHAIL acquired Youth Farm Inc., a residential facility that now houses up to 50 children with severe behavioral and emotional disorders.

Currently operating from over 10 locations in the Peoria area and servicing children from throughout the state of Illinois, CHAIL’s 450+ employees provide support services to at-risk youth. The agency’s core competencies include education services, residential treatment, and placement services (foster care/Intact services) through the State of Illinois.

Education

  • Kiefer School is a therapeutic day school providing an alternative academic setting to students no longer thriving in their home school district. For many Kiefer students, their past trauma and history of abuse have resulted in behavioral issues that no longer allow them to safely participate in a general education school setting.
  • The Academy for Autism provides specialized curriculum to students with autism spectrum disorder.

Residential Treatment

  • Youth Farm is a campus of fifty youth that provides short-term, intensive residential treatment prior to returning to a less restrictive environment. Youth Farm is a no-decline QRTP that accepts kids with severe behavioral health concerns.
  • CHAIL’s Supervised Independent Living Program (SILP) is a program designed for young adults working to gain their independence. Clients live in group homes with 24/7 access to staff but are encouraged to explore their independence by way of community engagement, maintaining a job, forming healthy relationships with friends and neighbors, etc.

Placement services

  • CHAIL’s foster care program is one of three major foster care agencies within the community. Currently, the agency has roughly 200 families and provides both traditional and specialized foster placements to kids from across the state of Illinois.
  • Intact Family Services is an Illinois Department of Child and Family Services (DCFS) program that provides resources to families at risk of losing custody of their children
  • CHAIL is located in Peoria, a city in central Illinois with a metro area population of over 400,000. Peoria is a trading and shipping center on the Illinois River and home to major manufacturing, agricultural and healthcare interests. Peoria is the home of both Bradley University and the University of Illinois College of Medicine.

Position Summary

Under the supervision of the President/Chief Executive Officer (CEO), the Chief Clinical Officer (CCO) provides leadership and oversight of all clinical programs. The CCO develops and implements clinical goals and objectives of all CHAIL client programming. Additionally, the CCO provides clinical supervision to CHAIL clinical staff. Lastly, the CCO will be tasked with developing and implementing policies and procedures to drive a culture of trauma-informed care and clinical excellence for all individuals working for or associated with CHAIL.

Key Responsibilities

  • In collaboration with the senior executive team, the CCO will play a key role in strategic planning, service delivery, and management of the agency.
  • The CCO will provide administrative and clinical leadership to VPs and program directors to support and develop the provision of services, including trauma-informed care and evidence based and evidence-informed practices, to deliver high-value care that is financially sustainable.
  • The CCO will be responsible for maintaining operational standards for all clinical staff including quality of care, billing management, compliance, and adherence to government contracts, etc.
  • The CCO will identify and develop relationships with external agencies, providers, and community groups to collaborate in the clinical care of CHAIL clients.
  • The CCO will oversee trauma-informed clinical initiatives and ensure the delivery of services as well as appropriate and timely reporting.
  • The CCO will create a work climate that emphasizes effective team performance.
  • The CCO will represent CHAIL at the local and state level by attending networking and educational opportunities and promoting the positive reputation of the agency.
  • The CCO will build and maintain strong working relationships with CHAIL staff and supervisors, as well as external contacts.
  • The CCO will be responsible for contributing to the recruitment of qualified clinical talent including licensed clinical professionals by making professional connections with academic institutions, industry organizations, etc.

Professional Qualifications and Personal Characteristics

The following list of qualifications and characteristics are required for the CCO position:

  • Excellent clinical knowledge and skills – proven ability to develop and implement high quality, effective and comprehensive services for children and youth
  • Impeccable clinical and interpersonal integrity, ability to conduct oneself with honesty and humility in all settings
  • Ability to lead and support all CHAIL clinical staff
  • Ability to provide thought leadership, vision, and inspiration in fulfilling the programmatic goals and objectives of the Children’s Home Association of Illinois
  • Outstanding communication skills – written and verbal
  • Exceptional operations, management, and execution skills
  • Demonstrated dedication for improving the lives of children and youth through prior successful clinical leadership experience
  • Ability to provide strategic input and guidance to the CHAIL leadership team, Board of Trustees, and staff
  • Excellent organizational and team management skills, including program development, program planning, program implementation and program evaluation
  • Excellent ability to work cooperatively and collaboratively with local, state, and national programs as well as State and Federal agencies that regulate, license, or oversee childcare facilities including the Children’s Home Association of Illinois
  • Behavioral health experience with youth and adolescents dealing with complex trauma, as well as a lower functioning population (familiarity with diagnoses including PTSD, complex trauma, Bipolar Disorder, Reactive Attachment Disorder, Borderline Personality Disorder, etc.)

Preferred Education and Experience

  • Doctoral degree (preferred) in psychology, counseling, education, social work, or related field with extensive experience in the delivery of clinical services
  • Up-to-date knowledge of evidence-based, evidence-informed, and trauma-informed clinical practices in residential, foster care, educational, and community-based settings
  • Experience and comfort working within residential setting preferred
  • Exceptional verbal and written communication skills, with ability to articulately present material in front of large audiences
  • Strong critical thinker with project management, problem-solving skills, and multi-tasking abilities
  • Ability to be flexible to the daily changing needs within the agency and community, and to handle obstacles with compassion and resolve

Compensation

The salary range for the CHAIL Chief Clinical Officer position will be approximately $165,000 - $200,000. The position comes with a comprehensive benefits package that includes health insurance, retirement plan, life insurance, vacation sick/personal leave and paid holidays.
