The Grants Specialist is responsible for both pre- and post-award tasks connected to all CICOES non-NOAA cooperative agreement projects, as well as assisting in the submission of cooperative agreement proposals as needed. They will also manage and track all CICOES subawards, manage and track CICOES Research Development awards, and track progress report due dates for all CICOES awards. This position reports to the CICOES Grant Manager

In 2020, the NOAA announced that the UW would lead a new Cooperative Institute for Climate, Ocean, and Ecosystem Studies (CICOES), which includes Oregon State University and University of Alaska Fairbanks. The 5-year award (with an option for another 5), with an upper limit of $300 million in funding, supports research into areas such as climate and ocean variability, the impacts of climate change on marine ecosystems, aquaculture, and polar studies in conjunction with the NOAA labs. CICOES also studies environmental issues with the assistance of federal grants from the National Science Foundation, the Department of Energy, and other federal entities, as well as nonprofit funding from organizations like the Alaska Department of Fish and Game and the North Pacific Research Board. We offer an outreach program that funds 10 to 15 undergraduate internships each summer, a diversity equity and inclusion program, graduate student scholarships, postdoctoral fellowships, and a visiting scientist program. Our scientists are housed at the Pacific Marine Environmental Laboratory and Alaska Fisheries Science Center at Sandpoint, various departments across campus, as well as the University of Alaska Fairbanks and Oregon State University.

CICOES is one of 16 NOAA Cooperative Institutes, academic and non-profit research institutions that demonstrate the highest level of performance and conduct research that supports NOAA's Mission Goals and Strategic Plan. CICOES is also a consortium, managing awards not only through various UW departments, but also awards to the University of Alaska, Fairbanks, and Oregon State University. We are mainly funded by the NOAA cooperative agreement, with current award totals of over $55 million, with up to 175 sub-budgets housed in different departments across campus. Each sub-budget is awarded through a non-competitive proposal. CICOES also has approximately 50 non-cooperative agreement awards totaling more than $11 million.

RESPONSIBILITIES:

Post-Award Budget Management

•    Provide post-award support including budget monitoring, and running projections for all non-cooperative agreement budgets (approximately $5 – 8M/year)
•    Track progress report due dates for all CICOES awards, follow up with Principal Investigators (PIs) when due and make sure we receive copies of all progress reports; assist in submission of progress reports as needed
•    Work with PIs on non-cooperative agreement award no-cost extensions, submitting on sponsor sites as needed, and submitting corresponding OSP form
•    Work with PIs on closing non-cooperative agreement awards at expiration, paying close attention to compliance issues with each award
•    Work with Assistant Director on monitoring and oversight of non-grant CICOES budgets, including making periodic projections of expenses, and assisting PIs on managing their internal Indirect Cost Recovery budgets
•    Participate in UW trainings and sponsor trainings that relate to CICOES sponsored projects
•    Serve as a resource to PIs on sponsored project guidelines
•    Serve as liaison between CICOES and Grant & Contract Accounting (GCA) and/or sponsors to ensure award compliance for all non-cooperative agreement awards
•    Assist in tracking and oversight of internal CIOCES Grants Development awards
•    Oversee all CICOES subawards (approximately 10 – 15 active subawards/year):
o    With input from Grants Manager, track all proposals that include a subaward, and if/when project is funded, initiate subaward process with CICOES Fiscal Specialist and UW OSP
o    Track subawards and initiate modifications to facilitate extensions and add additional funds when required
o    Ensure that invoices from subrecipients meet UW requirements and work with sponsors to correct invoices if needed, and with Fiscal Specialist and PIs to ensure invoices are correct and get PI approval

Pre-Award Grant Submission Management

•    Collect, review and edit all documents before submission for non-cooperative agreement proposals; enter proposal info in internal UW grants system (eGC1)
•    Assist PIs with budget and justification development, and coordinate grant submissions deadlines with internal/external collaborators for all non-cooperative agreement proposals
•    Serve as liaison between CICOES and the Office of Sponsored Programs (OSP), responding to all OSP enquiries concerning pending non-cooperative agreement eGC1s
•    Serve as overflow help during proposal season for NOAA cooperative agreement proposals as needed

Document management

•    Notify team members of upcoming deadlines for all non-cooperative agreement awards, and provide appropriate templates and supplemental documents as needed
•    Ensure electronic filing of all relevant documents post-submission, adhering to naming convention on Shared Server
•    Keep templates current for all sponsored project proposal submissions

Other
•    Help with various special projects as CICOES team member
•    Other duties as assigned

MINIMUM REQUIREMENTS:

Bachelor's degree in Business Administration, Accounting, Finance, or related field. and at least 2 - 3 years' experience in research administration or equivalent combination of education/experience. In-depth knowledge of the rules/regulations for state, federal and other agency grants and contracts.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
