SCC is one of two accredited community colleges that comprise the Community Colleges of Spokane. The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Interim VP of Student Services in the SCC Student Services Department.

 

GENERAL DEFINITION

The Vice President of Student Services is the executive responsible for Spokane Community College (SCC) services and student development programs that support student success and achievement throughout the entire student life cycle. This position is responsible for providing effective and energetic leadership of these programs that supports and builds effective teamwork, within the division and across the college. That leadership is the driving force in embracing innovation with a focus on continuous improvement for student success.

The Interim Vice President of Student Services will also be responsible for providing a supportive environment of personnel management to all student services personnel with an emphasis on coaching, mentoring and advocacy. The Interim Vice President of Student Services will need to carry out all duties and responsibilities of the position with undeniable enthusiasm and commitment to student success.

The Interim Vice President of Student Services position is expected to last for 12-18 months before a permanent candidate is selected. The individual serving in the interim role will be eligible to apply for the permanent position.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Provide leadership for student services. Act as an advisor to the college president on issues related to student services, student development, and student achievement. *
  • Oversee and formulate student services strategic objectives and develop strategies and plans that are consistent with the college mission and the district-wide strategic plan. *
  • Be responsible for the organization and governance of student services and development, and implementation and evaluation of procedures and guidelines that are consistent with Washington State law, Washington Administrative Code, policies of the Board of Trustees, and procedures established by SCC and the Community Colleges of Spokane (CCS) District. *
  • Develop and submit plans and propose operating budgets to the college president. Implement approved budgets and oversee budgets for assigned departments and programs. *
  • Supervise and oversee (e.g., recruit, select, train/develop, schedule, evaluate and recommend disciplinary actions) full and part-time classified staff, professional exempt, faculty and administrators assigned to the division. Adhere to the faculty Master Contract, applicable classified bargaining agreements, classified civil service rules, and all district rules and regulations ensuring efficient operations and student success. *
  • Develop student procedures at the college to supplement district procedures that implement Board policies and other regulations, agreements, rules, and procedures from applicable agencies. *
  • Interpret federal, state, and district laws, rules, regulations, policies, goals, objectives, and procedures to students, faculty, administrators, classified staff, and the community. *
  • Serve as the college’s Title IX and Section 504 compliance officer. *
  • Develop and maintain interagency and inter-institutional cooperation and agreements in order to provide the best student services programs that support student success and fulfill the college’s mission. *
  • Work collaboratively with college instruction personnel and student services and support personnel throughout CCS. *
  • Analyze data to predict future trends and facilitate internal reviews to ensure compliance with federal and state requirements. *
  • Pursue grants and other funding sources to secure additional funding for student services and development programs and services. Ensure proper use of funds. *
  • Hear and assist in the resolution of student complaints and provide appropriate referral to internal and/or external resources that can serve specific student needs. *
  • The Vice President of Student Services is the designated official to oversee the Rules for Student Conduct and serves as the final level of appeal for student withdrawal, behavioral intervention, and student conduct issues. *
  • Support the college’s regional accreditation process by providing leadership in student services. *
  • Serve as the college’s representative on the Washington State Student Services Council and represent the college on student services issues at the district, community, regional, state, and national levels. *
  • Responsible for ensuring assigned faculty/staff adhere to acceptable behavior and performance standards. Demonstrate that assigned faculty/staff have been informed of how behavior and performance will be assessed, receive timely and accurate feedback regarding performance, and any observed performance and behavioral problems are corrected promptly. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policy, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *
    • Indicates this is an essential duty.

 

COMPETENCIES & OTHER REQUIREMENTS

 

REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)

  • Master’s Degree from an accredited institution.
  • Five (5) years of increasingly responsible student services and/or instruction leadership experience.
  • A demonstrated commitment to diversity and ability to work effectively with diverse populations.
  • Knowledge of strategic enrollment management best practices.
  • Demonstrated leadership in shared governance, strategic planning, collaborative decision-making, accreditation, and personnel management.
  • Experience in budget development, financial management, and strategic planning.
  • Experience in data-informed decision-making.
  • Excellent oral and written communication skills and the ability to present complex data clearly.
  • Ability to work collaboratively with faculty, students, employees, other college departments and outside organizations.
  • Ability to use computerized information/software relevant to the position and collect and analyze data.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals and objectives of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, and community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)

  • Administrative experience in a comprehensive community college (workforce training, academic transfer, and adult basic education) with a union environment.
  • Demonstrated knowledge and experience in best practices to support student development, student transitions, and student achievement.
  • Successful experience working in a complex, multi-college district.
  • Experience with the faculty tenure process.

 

CONDITIONS/TERMS OF EMPLOYMENT

 

TOTAL COMPENSATION WITH BENEFITS: $159,486

Total compensation is an estimate based upon adding the following amounts together:

  • Base compensation of $126,797, plus
  • Current employer-paid health and related benefit contribution rates, plus

  • Median retirement fund contributions.

The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.

Prior to a new hire, a background check including criminal record history will be conducted. PHYSICAL REQUIREMENTS

  • Work is performed in a normal, temperature-controlled office environment.
  • Work is sedentary in nature.
  • Frequent use of computer and exposure to terminal screens.
  • Visual focus and strain.
  • Work directly with students/clients.
  • Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.

CONDITIONS OF EMPLOYMENT

  • Contract 12-month position.
  • Position is exempt from Fair Labor Standards Act (FLSA).
  • Requires local or regional travel. If using personal vehicle proof of driver's license and car insurance required.
  • Criminal background check required.
  • Proof of COVID-19 vaccination.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.)
