Sr Manager, Finance & Administration

Job Description


The Senior Manager of Finance and Administration in the Department of Electrical and Computer Engineering works closely with the department chair to execute policy and strategic direction for the department and participates in short- and long-term planning for its operations and activities. While the chair establishes the academic and intellectual direction of the department, the senior manager provides support to implement the chair's vision. The chair and senior manager collaborate on strategic planning for the department, and the senior manager is responsible for ensuring that the faculty, students, and staff have the necessary means to carry out their academic, research, and administrative duties. The senior manager reports directly to the department chair, with a secondary reporting relationship to the Senior Manager of Academic Administration in the Office of Human Resources.

 

ECE has 38 full-time faculty; 4 visiting faculty; 15 administrative staff; 4 technical and teaching lab staff; 1 full-time and 4 part-time lecturers; 257 graduate students; 50 research staff (postdocs, fellows, and researchers) and visitors; and 146 undergraduate majors. ECE has a facility that spans 71,000 sq. ft with 55 research labs and a prominent undergraduate laboratory with workshops.



Personnel Management
The senior manager supervises the recruiting, performance management and improvement, merit increases, reclassifications, professional development, award nominations, and terminations for 15 administrative staff and 4 technical staff. There are 10 direct reports with duties covering finance and budgeting, sponsored research, facilities, graduate and undergraduate programs, academic support, undergraduate lab, purchasing, hardware and software support, website, communications, and events management. The senior manager develops close business relationships with all the faculty ensuring that they have appropriate support, this includes providing on boarding assistance to new faculty.

 

Facilities Management
The senior manager oversees the management of 71,000 sq. ft. with 55 research labs, including space allocations (provides solutions for space needs), laboratory renovations (includes proper disposal of old equipment), safety procedures, and the logistical activities required of a large event venue. The senior manager is responsible for office moves, maintenance and repairs of the facility, and continuity of operations plan etc. 

 

Budget and Financial Management
The senior manager develops the administrative budget for the department in collaboration with the chair. The senior manager is responsible for the careful and appropriate management of the administrative allowance (approximately $2.5M annually) and a wide variety of endowed and restricted funds (approximately $3.5M), as well as pre-award and post-award administration of grants and sponsored research (approximately $25M in SR spending annually). The senior manager monitors spending and provides regular and timely analysis and projections of available funds to the chair. 

 

Academic Management
The senior manager supervises the administration of departmental activities, ensuring that the department meets all deadlines for the offices of the Dean of the Faculty, Registrar, Dean of the College, Dean for Research, and the Graduate School. The senior manager is responsible for the teaching budget; provides support for appointments, reappointments and promotions, summer salary, and academic leaves of faculty; supervises the hiring of postdoctoral researchers and appointments of visiting fellows and visiting students. The senior manager works closely with the graduate and undergraduate coordinators, director of graduate studies and the director of undergraduate program in ensuring all academic policies and reporting are in compliance and completed timely.

 

Policy and Compliance
The senior manager is responsible for understanding and communicating all university policies to ECE faculty, staff and students. The senior manager takes the lead on implementing policies and regulatory compliance within the department, including laboratory safety measures. The senior manager ensures that core research facilities are managed appropriately and according to federal guidelines.

 

Events Management
The senior manager overseas and attends various events during the year including faculty meetings, staff meetings, graduate students visit days, advisory council meetings, etc. The senior manager represents the department at University-wide meetings and events.

 



Essential Qualifications
- Bachelor's Degree or equivalent

- 7 years of relevant work experience

- Demonstrated leadership, problem-solving, decision-making, and communications skills.
- Ability to effectively manage the resources of the department: experience in budget management, oversight of financial operations, and grants management.
- Experience in the supervision and monitoring of staff relations, staff development, and delegation of supervisory responsibility.
- Sensitivity to the needs and concerns of faculty, staff, and students and other members of the University community.
- Superior organizational skills and ability to manage multiple priorities.
- Ability to anticipate and initiate appropriate action in support of the Chair and department faculty.
- Strong interpersonal skills and the ability to communicate in a manner that is professional, objective and easily understood.

 

Preferred Qualifications

- Advanced degree preferred.
- Experience in university administration strongly preferred.

- Experience in higher education administration or non-profit background.
- Experience is space management and laboratory/office renovations.
