Position Overview:

VOA is seeking a Senior Director of Housing Operations and Services who can provide strategic leadership, results-oriented approaches, and innovation toward the goal of enabling all residents to thrive. We are seeking a seasoned professional with skills and experience within a variety of affordable housing settings. The ideal candidate will be able to demonstrate best practices within the areas of property management, service delivery, compliance, cross-sector partnerships, and supervisory skills, all of which will support VOA's mission to help people build hope, resilience, and well-being. The Senior Director of Housing Operations and Services will be responsible for ensuring excellence in the management and financial performance of affordable housing properties, meeting key performance indicators, and will manage the growth of the department and its impact in community through new property management and service provider partnerships. The position reports directly to the Senior Vice President of Program Services and Mission Advancement and is a member of VOA’s Leadership Team. The Senior Director of Housing Operations and Services oversees a 55+ employee department, 12 properties and services to over 4,000 individuals and families across the state of Minnesota.

Responsibilities:

In this role you will lead functions in leadership, finance, compliance, property management and supportive services, such as:

  • Lead the affordable housing management team and day-to-day operations.
  • Ensure compliance with all property management policies, procedures, and protocols, and all HUD, LIHTC, and/or third-party requirements.
  • Establish and maintain relationships with people served, regulatory agencies, governmental representatives, partners, vendors, contractors, professionals, and individuals within the housing profession.
  • Identify trends, new ideas, or modifications needed to enhance impact and sustainability, and establish related goals, objectives, and standards.
  • Develop, implement, train, and monitor procedures, protocols, and policies for the department and work with supervisors to translate into coordination of property management and/or service delivery.
  • Develop and analyze program initiatives for their effectiveness and efficiency and collaborate to implement quality improvement activities.
  • Direct data collection and reporting guidelines; collaborate to produce data and narrative reports for funders.
  • Develop and manage the budget, and review analyses of activities, costs, operations, and forecast data to determine department progress toward goals and objectives.
  • Respond quickly to changing environments, situations, responsibilities, expectations, trends, strategies, and other processes.
  • Build and maintain a culture of trust and respect amongst the housing operations and services team.
  • Select, orient, supervise, and evaluate performance of direct reports.
  • Coach and mentor direct reports to support their professional growth and maximize their potential.
  • Schedule flexibility and local travel is required.

Qualifications:

  • Hold an Associates, Bachelor’s, or Master’s degree in a housing-related field, human service administration, or organizational leadership (Bachelor's degree may be substituted by 10 years of management experience, in addition to the requirements below).
  • Demonstrated initiative and leadership in concept development and program planning.
  • Proven track record of managing a comprehensive portfolio of program offerings.
  • Ability to combine strategic, policy, and planning perspectives with attention to details, controls, and other day-to-day priorities.
  • Demonstrated commitment to working with people experiencing homelessness or housing instability and support for VOA mission required.
  • Ability to work with a diverse population of individuals demonstrating VOA’s values of compassion, integrity, and perseverance.

Job Type: Full-time

Pay: $95,000.00 - $105,000.00 per year
