The Dean for Employee Learning and Development (ELAD) advances the equity-centered mission of Pierce College by providing leadership for the development, implementation, and evaluation of comprehensive, coordinated programs, curriculum, systems, and support of organizational development opportunities that promote excellence and innovation for all Pierce College employees.

The Dean develops and oversees programming in support of strategies that foster and expand the quality, diversity, and the number of professional development opportunities available at Pierce College, particularly to advance the college’s commitment to antiracism. The Dean collaborates with administrators, faculty, staff, and other entities to improve equitable student learning with a focus on Black & Brown excellence, encourages external support for innovative and effective strategies, and fosters a culture in which professional development is valued and supported in alignment with Pierce College's institutional mission and strategic plan.

Essential Functions

Reporting to the Vice President for Workforce, Economic, and Professional Development, the Dean of Employee Learning and Development will be responsible for:

Leadership and Management

  • Provide vision and leadership for Employee Learning and Development (ELAD); develops, implements, assesses, and oversees the strategic plan and direction of ELAD’s programming in alignment with Pierce College's institutional mission, with a specific focus on advancing equity and antiracism across the college ecosystem.
  • Design, lead, and assess a professional development curriculum centering equity, diversity, and inclusion for the college community and in collaboration with key stakeholders.
  • Provide leadership and oversight for the coordination and implementation of professional development programs at Pierce College; curate a library of effective developmental approaches and programs to improve employee success in advancing institutional mission to improve individual and organizational performance among employees.
  • Partner with the Executive Team to determine present and future talent assets and competencies.
  • Collaborate with Achieving the Dream core team to align professional development opportunities in support of innovative practices centered on equitable student learning and success. Tie work to Institutional Capacities Framework (ICF) and EDI plan;
  • Facilitate ongoing access to professional development opportunities to faculty and staff in order to increase awareness and integrate data-driven decision making that leads to actions that advance equitable student retention and completion.
  • Stay abreast on emerging literature, research, and approaches on professional development; networks locally and nationally with the community and technical college sector; actively participate as presenter or attendee at local and national conferences and/or workshops that involve range of issues related to professional development; leads campus collaborations in employee learning and development.
  • Serve as a member of Dean Team and provide leadership for identified and emerging faculty and staff professional development.
  • Engage on committees and task forces to ensure collaboration on reducing barriers and promoting retention.

Facilitation and Coordination

  • Collaborate with the Executive Team, Institutional Research, and Institutional Effectiveness to develop annual training goals and benchmarks to advance institutional effectiveness; design, develop, and deliver appropriate training to advance the EDI plan and achieve its outcomes.
  • Design, administer, and evaluate internal training programs. Ensure the facilitation of diverse professional development opportunities that will, in-turn, promote innovative, equity-minded and learning-centered services to students and the broader community.
  • Coordinate with Director of Faculty Excellence and the Director of Educational Technology to develop and implement a variety of workshops and/or trainings designed to improve the use of technology-enhanced teaching and learning to increase innovative instruction and support inclusive pedagogies centered on student engagement and success.
  • Coordinate with faculty and staff leadership and/or committees to develop trainings that promote professional development and student engagement in line with the institutional mission and commitments to equity and antiracism.
  • Serve as primary liaison for the Classified Staff Training and Development Committee and work closely with HR on staff professional development.

Communication

  • Foster effective communication strategies and systems to promote professional development opportunities among Pierce College employees.
  • Direct unified communication channels for professional development resources, including, but not limited to, maintenance of the ELAD web page, ELAD blog, ELAD annual calendar, Faculty Central, and systematic electronic and written correspondences.
  • Collaborate with deans and administrative assistants to coordinate release time and/or stipends of faculty and staff members involved in professional development opportunities.
  • Design and oversee requests for professional development opportunities; maintain a resource database of available professional development opportunities for faculty and staff; ensure timely and accurate dissemination of this information.
  • Interface with external stakeholders regarding ELAD’s programs and activities, including the Pierce College Board of Trustees, other professional development and teaching and learning centers at partner institutions, and the Washington State Board for Community & Technical Colleges (SBCTC).

Program Supervision and Development

  • Build and sustain an inclusive and nurturing environment through which the ELAD team can build equity-centered professional learning and development opportunities to advance the institutional mission.
  • Supervise ELAD professional staff. The Dean will assign duties, set goals and accountability metrics, monitor and assess progress, conduct annual performance evaluations, and ensure staff professional development.
  • Assign and supervises the work of others on a project basis, including faculty contracted for special projects, hourly employees, and student workers.
  • Oversee the management of ELAD facilities, resources, and presence on the Fort Steilacoom and Puyallup campuses.
  • Oversee ELAD budgets; manage and approve expenditures; Work with deans and budget personnel to forecast short- and long-term budgeting needs; request funding for ELAD facilities, equipment, and resources as part of the institutional budget process.
  • Work with deans and finance personnel on guidelines and processes related to the use of PD funds.
  • Other duties as assigned to support the mission, goals, and objectives of the college

Qualifications

Education Required

  • A Master's degree in an academic discipline.

Experience Required

  • Demonstrated successful background in organizational development, project management, execution of change management strategies, and talent management practices and processes, preferably in a higher education setting.
  • Demonstrated ability to develop and deliver sustainable equity-centered professional development and culturally engaging programs while building and maintaining effective relationships.
  • A knowledge base of outcomes-based curricula design and program development, assessment of learning outcomes, student-centered teaching and learning theories, and technology-enhanced teaching and learning with an understanding of how these theories/approaches may advance or dismantle inequities.
  • Experience in coaching, motivating, and providing training for employees and colleagues.
  • Demonstrated ability to build consensus and lead teams in order to achieve equitable outcomes. Proven results in building and managing relationships with administrators, faculty, and staff. Effective experience in supervising professional staff and promoting their professional development.
  • Knowledge of practices in program development, planning, evaluation, and review with the ability to produce new, imaginative, and innovative solutions different from traditional approaches. Demonstrated ability to develop needs assessment tools, analyze disaggregated data, and present findings.
  • Knowledge/understanding of diverse racial, academic, socioeconomic, cultural, disability, gender identity, sexual orientation and ethnic backgrounds and ability to design to equitably serve a diverse community of learners.
  • Experience with budgetary and fiscal management of programming and organization funds and accounts

  • Demonstrated ability to exercise mature judgment in all matters related to faculty and staff development activities and training; exhibit patience and persistence in introducing pedagogical content knowledge; and demonstrate skill in meeting the needs of the faculty and staff who work with students in a variety of teaching and learning environments.
  • Communicates effectively and collaboratively with faculty, staff and leadership; applies effective written and oral communication techniques to convey clear and timely messages.
  • Demonstrated ability to design and deliver training for a professional-level audience, including excellent presentation and facilitation skills.

Terms of Employment
This is a full-time administrative - exempt position. The primary work location will be at Pierce College Fort Steilacoom campus. Frequent travel to Pierce College campuses or other sites may occur. Standard work hours are between 8:00 am to 5:00 pm, Monday through Friday, with occasional evening and weekend hours required. This position may be eligible for occasional work from home.

Salary & Benefits
The starting annual salary range for this position is $107,964.00 to $116,961.00. Your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary.
