Position Summary:
The Program Director of the Corrections Post-Secondary Education Initiative grant (CPSEI) leads the administration of the project, ensuring that the grant’s goals and objectives are accomplished in compliance with federal guidelines and College policies. The director is responsible for program development, implementation, and management of day-to-day operations, planning, and supervision and evaluation of programs and program staff. The CPSEI director maintains appropriate records; manages the budget in compliance with federal, College and system policies; and monitors the work of collaborators and sub-recipients. The CPSEI project director serves as a resource, fostering an understanding of the intersection of justice and higher education and the challenges associated with justice-involved individuals accessing College programs. This is a 3-year, grant funded position.


Duties and Responsibilities:
Grant Management

  • Executes grant management and program services as outlined by the Department of Justice guidelines
  • Facilitates the development and implementation of all aspects of the grant
  • Analyzes and interprets federal and state law regulations and develops DOJ grant management best practices
  • Administers and manages the project budget, in accordance with VSCS and CCV policy and in compliance with requirements and regulations of the government
  • Accurately monitors all expenditures over the course of the grant and keep records suitable for audits
  • Facilitates discussions with external partners regarding grant program design and reporting
  • Develops program and fiscal reporting connected with the grant, including adherence to reporting deadlines

Program Management and Direction

  • Oversees, monitors, evaluates, and directs the development and implementation of activities associated with the Corrections Post-Secondary Education Initiative
  • Independently manages complex projects, staff, and tasks with limited supervision
  • Works with key business partners and leads an interdepartmental team to complete assigned project(s) on time, to specifications, and with accuracy and efficiency
  • Outlines the tasks involved in the project and delegates accordingly
  • Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk
  • Addresses questions, concerns, and/or complaints associated with the program.
  • Plans and monitors ongoing project tasks; identifies gaps and shortcoming and determines necessary action steps
  • Carries out supervisory responsibilities, providing coaching, support, and performance management for project staff
  • Acts as a liaison; communicates project goals and objectives to College, VDOC, and community stakeholders
  • Participates in all mandatory trainings provided by the Department of Justice and other stakeholders
  • Performs other related duties as assigned

Supervision Received:
This position reports to the Dean of Strategic Initiatives and Student Affairs.

Supervision Exercised:
Supervision of Associate Program Director, dedicated CPSEI coordinators of student advising, and other program staff.

Minimum Qualifications:

  • 5 years of relevant professional experience
  • Master’s degree in related field, which may include public service administration, criminal justice, education, or social services, required
  • 3 or more years’ experience managing federal grants and complex budgets
  • 3 or more years’ supervisory experience
  • Some travel and flexibility in work hours required. Must have valid driver’s license and reliable personal transportation

Preferred Skills/Abilities:

  • Exceptional interpersonal skills; demonstrated experience managing highly collaborative and effective teams
  • Ability to design, implement and evaluate program objectives and deliverables
  • Exceptional writing and presentation skills
  • Strong Logical, analytical, and problem-solving skills
  • Proficient skill with MS Office, Excel, and PowerPoint
  • Prior experience with currently incarcerated people preferred

Physical Requirements:
Duties performed causes light fatigue of eyes, fingers, or other faculties as a result of repetitive motion and/or long periods of standing or sitting. Duties require little physical effort in work with light to moderate (up to 25lbs) materials.

Working Conditions:
Job is generally performed in office or comparable working area with frequent distractions such as noise and interruptions. Frequent visits to spaces within correctional institutions across the state will be necessary. Some remote work from home possible. Work schedule may vary during high volume periods.
