Assistant Director, Early College Access Programs

Class Description

The purpose of this class is to assist in providing leadership in the planning, supervision, and oversight of the Early College Access Programs on campus, and on-location in the public and private high schools.

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Bachelor’s degree required. Degree in Business, Education Leadership or Marketing and Master’s degree preferred. Five (5) years of experience working in college admissions, student services, recruitment, project management or related field required. Of those five (5) years of experience, three (3) of those years must be in a managerial capacity. Knowledgeable of and experience with Microsoft Office software and information systems, preferably Banner. Experience with an early college program or admissions preferred.

  1. Provide leadership to assigned College division and/or function
  2. Develop and implement goals and objectives in coordination with senior management.
  3. Remain knowledgeable about the College, its structure, culture, policies, and practices. 
  4. Serve as point of contact for internal and external organizations.
  5. Serve as an advocate for the College and its students, as required.
  6. Represent the college at networking events, affinity groups, and business and industry associations.
  7. Serve as liaison between College departments, faculty and/or staff, as required.

Position Specific Essential Duties

  1. Provide administrative management and oversight of the Early College Access Program (ECAP) high schools including, but not limited to, Early College Program at Woodlawn High School and Pathways in Technology (P-Tech) Early College High School programs at Dundalk High School and Owings Mills High School.
  2. Collaborate with the director of ECAP, Office of Instruction, and appropriate high school administrators to guarantee the quality and integrity of college level instruction and discipline in our early college access programs.
  3. Ensure consistency and ongoing communication regarding on-location classes and early college high school processes and procedures.
  4. Collaborate with the Office of Instruction and academic school deans/department chairs to ensure qualified and appropriate instructors are teaching our onsite and offsite ECAP courses.
  5. Communicate and collaborate with other college departments to expedite resolutions of problems specifically pertaining to staffing, student issues, or general service concerns.
  6. Facilitate the scheduling of courses and calculation of instruction hours to ensure that classes sync with the BCPS high school calendar for the Early College Program at Woodlawn High School, P-TECH at Dundalk High School, and P-TECH at Owings Mills High School.
  7. Be responsible for managing course schedules, registration, instructional staffing, and ongoing tracking of ECAP programs at Baltimore County Public High School (BCPS) and private high school sites.
  8. Facilitate training and information sharing for CCBC instructors who will teach on-location courses. 
  9. Collaborate with the director of ECAP and Office of Instruction on the creation and implementation of a comprehensive induction/orientation for college instructors who will teach onsite and offsite ECAP college courses.
  10. Ensure that data and information is being shared in accordance with the BCPS-CCBC Data Sharing MOU. 
  11. Work with BCPS to ensure all eligible Baltimore county high school students are provided post-CCR pathways to college preparatory programs, in accordance with the Blueprint for Maryland’s Future 
  12. Work with the director of ECAP and BCPS to expand virtual learning program options for all eligible Baltimore County students. 
  13. Expand on-location college cohort options for eligible BCPS juniors and seniors.
  14. Work with the director of ECAP and the School of Continuing Education (CE) to increase the number of homeschool students through joint credit and non-credit (CE) course offerings.  
  15. Work with Enrollment Management and the academic deans and department chairs to identify areas in public and private schools for on-location growth and expansion.
  16. Collaborate with the director of ECAP and the Admissions Office to formalize the process through which ECAP students become primarily CCBC students. 
  17. Manage, organize, and ensure that all assessment testing efforts and registration materials are processed in a timely manner.
  18. Work with Disability Support Services and public and private schools to ensure that students receive the accommodations to which they are entitled.  
  19. Work with the Registrar to ensure all course sections that are created meet all CCBC course requirements and can be delivered in a timely manner. 
  20. Manage communications with the academic school deans/department chairs to assign appropriate instructors for on-location courses. 
  21. Work with the Office of Student Finance to monitor on-location credit courses and ensure the schools are billed properly.
