The Human Resources Director, working in collaboration with the Chief Human Resources Officer (CHRO), is instrumental in shaping the College’s culture and will support the people-based initiatives captured in the College’s Strategic Plan . As an advocate for inclusion and belonging, the Director will establish human resource policies and practices that support the College’s Strategic Plan for Equity, Diversity and Inclusion.

The Human Resources Department: The Human Resources Director oversees HR operations and systems and directly supervises a team of five high-performing HR and Payroll professionals responsible for the full range of human resources functions. A working manager, the Director is responsible for establishing and maintaining effective working relationships with the College’s three Associations (unions), employee-based program development, performance management processes, employee investigations, and serves as one of the College’s Title IX Coordinators.

PURPOSE OF POSITION:

The Director of Human Resources (HR) supports the college’s strategic and operational objectives in the following way: oversees, plans, and supervises the day-to-day operations of the college’s Human Resources Division. Partners with the Chief Human Resources Officer (CHRO) to develop innovative programs, processes, and systems to enhance the experience, engagement, and effectiveness of the college’s employees; coordinates the work of a highly competent, customer service-oriented team in the following functional areas: human resources information systems (HRIS), analysis and reporting, employee benefits, classification and compensation, talent acquisition and retention, leave management and payroll administration; provides consultative services to college leadership on employee relations and performance management matters; establishing and maintaining collaborative partnerships with the college’s labor partners; participation in and support for labor agreement activities including contract negotiations and grievance processes; directs the investigation of Title IX and employee complaints of allegations of sexual harassment, discrimination or unfair treatment; responds to questions or concerns regarding the provision of HR services; analyzes legislation to determine impacts on the delivery of human resources programs and services; and ensures compliance with employment related policies and processes, collective bargaining agreements and applicable local, state, and federal laws.

ESSENTIAL JOB FUNCTIONS:

1. College Impact (60% of time)

1.1. Oversee the day-to-day operations of the college’s Human Resources Division. Assist in the development of short and long-term goals and outcomes for the Human Resources Division in support of and aligned with the college’s vision, mission, and values.
1.2. Partner with the Chief Human Resources Officer (CHRO) to develop innovative programs, processes, and systems to enhance the experience, engagement, and effectiveness of the college’s employees; lead, participate in or project manage initiative teams; collaborate with internal and external stakeholders; ensure the successful implementation of planned projects.
1.3. Provide consultative services to the college’s Administrators in the areas of employee relations, performance management, strategic and tactical planning, and employee-based process improvement and reengineering initiatives.
1.4. Design, implement, and maintain non-faculty coaching and performance feedback and evaluation systems; create performance management processes and tools; coach, consult and/or provide training as needed or requested.
1.5. Maintain collaborative partnerships with the college’s labor partners; support contract negotiations; respond to grievances and union queries as needed; ensure the provisions of the collective bargaining agreements are followed.
1.6. Direct and participate in the investigation employee complaints of allegations of sexual harassment, discrimination or unfair treatment; respond to BOLI and/or equal employment opportunity complaints.
1.7. Serve as the College’s Title IX Coordinator. Ensure the college’s processes and procedures meet the Department of Education’s policies and requirements. Respond to Title IX incident reports, direct Title IX investigations.
1.8. Respond to questions or concerns regarding the provision of HR services; research, evaluate and recommend solutions as needed.
1.9. Analyze legislation and regulations to determine impacts on the delivery of human resources programs and services, recommend and implement changes in policy or procedures to ensure compliance with applicable laws and regulations
1.10. Work with Administrators to ensure adherence to human resources policies, procedures and processes, collective bargaining agreements, and applicable local, state, and federal laws.
1.11. Participate in campus-wide committees and initiatives; model engagement, participation, and a commitment to process improvement.
1.12. Stay abreast of new trends and innovations related to human resources and payroll; attend professional group meetings and professional development opportunities.
1.13. Perform other duties as assigned.


2. Division Operations and Supervision (40% of time)

2.1. Manage, coordinate, and supervise the work of highly competent, customer service-oriented staff in the following functional areas: HRIS/analysis/reporting, talent acquisition and retention, employee benefits, classification, and compensation, leave management, and payroll administration.
2.2. Establish team goals, priorities and metrics in alignment with the college’s strategic and operational objectives. Establish individual performance expectations and objectives; assign projects within functional areas of responsibility.
2.3. Select, support, and motivate assigned staff. Provide and coordinate staff training; partner with team members to establish and support professional development goals.
2.4. Review and evaluate work methods and procedures; provide coaching for performance improvement; and take appropriate disciplinary action, up to and including termination, to address performance deficiencies.

QUALIFICATIONS:

Knowledge of:

  • Operations, services and activities of a comprehensive human resources program including: HRIS, talent acquisition, classification, compensation, benefits and payroll administration;
  • Mandated rules, regulations, policies and procedures governing Clackamas Community College’s human resources programs;
  • Principles of supervision, training, recognition, and performance evaluation;
  • Principles and practices of labor and employee relations;
  • Methods and techniques of conflict resolution;
  • The intersectional approaches, strategies and tools needed to dismantle structural and institutional racism as well as disrupt individual racism;
  • The principles and practices of cultural competency;
  • Principles and practices of process improvement;
  • Methods and techniques of project management;
  • Principles and practices of long range and strategic planning.

Ability to:

  • Exemplify traits that reflect the college’s culture, including integrity, a customer service orientation, cultural sensitivity, trustworthiness, flexibility and a willingness to change;
  • Serve as an advisor to college Administration and employees to provide advice and sound judgment on a broad range of human resources, labor relations, and organizational development issues;
  • Facilitate agreements between and among groups and individuals to further the work of the division and the college; model leadership for others at all levels of the organization;
  • Build and sustain collaborative work relationships both inside and outside the agency;
  • Manage oneself and human resources staff in furtherance of broader organizational goals; manage one's time in a dynamic, fast-paced, changing environment.

EDUCATION REQUIREMENTS:

Bachelor's Degree in Human Resources, Business, or a related field; five years' related professional experience. Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.

SPECIAL REQUIREMENTS OR LICENSES:

A driver’s license valid in the State of Oregon or an acceptable means of alternate transportation for travel between campuses.

WORKING CONDITIONS:

The position requires minimal (20-40%) ability to use dexterity and fine motor skills assemble, build or repair machines or other objects. Frequent (51-80% of the time) use of office equipment.

The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc. Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

The work environment is usually well-protected, with minimal hazards or obstacles (5-20%). There is little or minimal element of personal risk or hazard. Job conditions are usually comfortable, with minimal (5-20%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc. Position may have minimal responsibility for driving.


SUPERVISORY RESPONSIBILITIES:

Responsible for the direct supervision of approximately 6 FTE employees.
