Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. The Director, Administrative Systems is responsible to oversee the application programming and system management group within Information Technology Services. This group is responsible for system management and programming of the District's administrative systems. System management includes configuration, security, resource monitoring and reporting, and the development of specialized and custom programs. Administrative programming includes coordinating application software issues with other IS organizations, working with other operating systems where necessary, and working with connectivity with other computer systems.

Responsibilities

Manage, support and direct the day-to-day activities of the administrative application systems staff including developing and scheduling priorities, assigning responsibilities, ensuring efficient and timely completions of projects, preparing time and cost estimates and preparing progress reports.

Provide leadership to Information Technology Services by staying current with the future direction of administrative systems, how and when that direction will benefit the District, and how current and future systems can best be used to the benefit of the District.
Oversee the evaluation of new administrative software applications/software; develop plans for installation and modifications of integrated software applications; ensure proper coordination with network and system staff; ensure training of appropriate staff.
Analyze and evaluate technology application programs/systems and recommend needed modifications; review new application development and maintenance projects to ensure conformance with District standards.
Work closely with other departments to assess needs, coordinate plans and activities including development projects that involve the administrative systems, the coordination of software upgrades and the installation of new products including required interfaces.
Manage project teams of functional and technical staff for system design, coding, testing, implementation, documentation, training and follow-up.
Ensure compliance with district policy, Federal and state law, and other contracts or agreements relative to area of assignment.
Assess workload implications and feasibility of new system requirements.
Ensure that projects are completed in a professional and timely manner according to District priorities, standards and methodology.
Develop detailed implementation plans for systems and modifications; develop tools to intake projects, prioritize requests, plan for the total cost of ownership, and deliver status updates to end-clients.
Recognize and identify potential areas where existing policies and procedures require change, or where new ones need to be developed.
Participate with vendors in the assessment of advanced operating systems and database production systems including beta and field test participation.
Supervise the training and evaluation of staff; interview and participate in selecting employees; orient, train, counsel, discipline and terminate personnel according to established policies and procedures.
Perform annual performance evaluations and make appropriate personnel recommendations.
Manage and develop the skills and competency of administrative systems staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.
Serve on and/or chair college committees as required and assigned.
Assist in the development and preparation of the annual budget for Administrative Systems; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Perform at or above the District's Information Services performance standard.
Fulfill departmental requirements in terms of providing work coverage and administrative notification during periods of personnel illness, vacation, or education.
Perform other duties and responsibilities as assigned.

Qualifications

MINIMUM QUALIFICATIONS


Clear evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

Education and Experience

Any combination of education and experience equivalent to:
Bachelor's degree in computer science or a related field;
3-5 years of increasing responsibility within an IT department;
2 years of demonstrated and successful experience with project management in an IT environment.

Knowledge of

Time management skills;
  • Project management;
  • Applicable laws, codes, regulations, policies and procedures related to administrative systems;
  • Principles and practices of supervision and training;
  • Interpersonal skills using tact, patience and courtesy.
Ability to
  • Express complex technical concepts effectively, both verbally and in writing;
  • Work well with people from many different disciplines with varying degrees of technical experience;
  • Analyze situations accurately and adopt an effective course of action;
  • Meet schedules and deadlines;

CONDITIONS OF EMPLOYMENT

This is a 12-month, full-time management position, Level III, Range 27 of the Management Salary Schedule with starting salary of Step A, $11,534/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined. Excellent benefits include: health care, dental program, and vision services for employees and eligible dependents; and retirement coverage through the California Public Employees' Retirement System (PERS).

Upon conditional job offer, applicant must provide the District proof of full COVID-19 vaccination and submit to and pass a background check as a prerequisite to being hired. Submitting proof of full vaccination for COVID-19 is a condition of employment.
