Job Description:

The Senior Special Programs Coordinator, Returning Citizens Program position focuses on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions. This position will be responsible for the operation of College initiatives that offer college-credit and non-credit classes and degree programs for returning citizens and correctional facilities. The Coordinator will be based at the Canton campus of Massasoit Community College and will work specifically with correctional facilities, community-based organizations, trial courts, probation and parole departments for the recruitment and academic engagement of returning citizens.

This position will require travel and on-site visits to correctional facilities as well as evening and weekend work hours.

Responsibilities and Duties:

  • Seeks partnerships with agencies that support citizens returning to society from incarceration to include: correctional facilities, trial courts, community agencies, parole and probation departments.
  • Recruits students for programming in high demand workforce industries (i.e., diesel, HVAC and culinary).
  • Works with the correctional facilities personnel to schedule classes, coordinate room use, and recruit participants;
  • Coordinates the hiring and training of adjunct faculty to teach in the program;
  • Teach credit and noncredit courses related to workforce demand;
  • Provides academic advising and other appropriate support services and/or referrals to meet student needs;
  • Maintains confidentiality in working with students and works in compliance with FERPA;
  • Develops and implements policies and procedures that are consistent with the College and correctional facilities;
  • Ensures quality control and academic integrity of all program offerings consistent with the College's goals and objectives;
  • Assesses and analyzes programs and service outcomes to enhance services provided;
  • Generates quarterly and annual reports for the College, federal and state agencies as required.
  • Works with the Financial Aid Department to assist in financial aid processing;
  • Works with the Marketing Department and subject matter experts to ensure accuracy of promotional and marketing publications;
  • Assists in seeking additional funding sources to support reentry education programming;
  • Represents the College on statewide and national committees as assigned;
  • Focuses on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions;
  • Performs other duties as assigned.


Job Requirements:

  • Master's degree in Education, Counseling, Psychology, Criminal Justice, Business Management or other related field.
  • Three (3) years of experience and/or training involving area of assignment, which may include business management, program/project management, grant administration, budget development, community relations, curriculum development, teaching, counseling, non-traditional student service; or an equivalent combination of education, training, and experience.

Preferred qualifications:

  • Familiarity with federal financial aid requirements to include, applications and processes for incarcerated and court involved individuals.
  • Ability to plan, organize, set priorities and manage multiple projects in a fast-paced, dynamic environment with high attention to detail.
  • Strong teamwork abilities and demonstrated capacity to work across departments and/or disciplines.
  • Willing to work evenings and weekends.
  • Strong public speaking and group facilitation skills.
  • Excellent written communications skills
  • Ability to work effectively with diverse populations of students; emphasis on racial, cultural, and socio-economic diversity.
  • Ability to build relationships with faculty/staff, students, and community members.
  • Knowledge of local, state, and national laws, regulations, and directives related to criminal justice reform in higher education.
  • Experience in the delivery of workforce and vocational training.
  • Proficiency in the context of the following skillsets/competencies:
    • Communication
    • Organization
    • Record management and confidentiality

COVID VACCINATION REQUIREMENT: Candidates for employment should be aware that all Community College students, faculty, and staff are required to be fully vaccinated. Accordingly, initial employment is dependent upon receipt and verification of full vaccination status records; details of how to fulfill vaccine record verification requirements will be provided during the hire and onboarding process.

This position is subject to grant-funding and is currently funded through August 31, 2023.

Hours: 37.5 hours a week, 8:30 am - 5:00 pm, Monday - Friday; requires some early mornings, nights and weekends.

Salary: $58,319 - $65,434 annually, Grade 5. Salary is commensurate with education, experience and based on the MCCC Classification Study.

Worksite: Assignments will include all Massasoit sites, and travel to correctional facilities, trial courts and other facilities related to the recruitment of participants. This position will be located on the Canton Campus.
