SUMMARY

Responsible for all aspects of accounting and financial reporting as assigned by the Business Affairs office, this includes but not limited to, general ledger maintenance, journal voucher postings, the periodic reconciliation of accounts and the attendant resolution of reconciling items, general ledger interface with subsidiary systems, GASB and FASB research, financial analysis and audit worksheet preparation.  Also is required subsidiary ledger maintenance, collection of funds transactions, financial aid accounting, periodic financial reports, student financial transactions, financial aid collection of funds, Federal, State, and grant contract accounting, all aspects of accounting support for construction programs, forecasting of cash requirements, preparation of the Annual Financial Report and audit schedules in compliance with OMB Circular 133 and the State of Texas Single Audit Circular.  Provide support and interfaces with budget authorities, management, customers, service providers, and all staff levels on accounting matters, and the supervision of accounting staff members as assigned.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above.  The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.
 
  1. Prepare all required General ledger and Subsidiary ledger postings for assigned transactions;

  2. Assure compliance with generally accepted accounting principles on all assigned transactions;

  3. Control proper cut off of all assigned transactions on an ongoing basis, and prepares a final accounting of transactions where required;

  4. Generate all fiscal reports required by management and if applicable by federal state regulation and/or contract covenant;

  5. Monitor, account for, and assist in the collection of outstanding receivable from federal, state, local and other entities as assigned;

  6. Monitor, account for, and administer the payment of assigned transactions such as student book purchases, tuition and fees, student aid checks, debt service and construction programs;

  7. Provide support in the projection of cash receipts, cash requirements and if assigned effects and provides support for transaction such as student financial aid, and the drawing of funds in accordance with contract covenants or regulations;

  8. Provide direct accounting and reporting support to budget managers and their staff as required;

  9. Reconcile and correct all reconciling items of all assigned accounting transactions on an ongoing basis; and

  10. Prepare the Annual Financial Report and audit schedules in accordance with Generally Accepted Accounting Principles and if required under OMB Circular 133 and the State of Texas Single Audit Circular.

  • EDUCATION
    Bachelor’s degree in Accounting required; CPA or MBA highly preferred.  
     
  • EXPERIENCE
    Five (5) years’ accounting experience required with at least three (3) years working with the general ledger maintenance.
     
    PeopleSoft Finance experience is preferred.
     
  • KNOWLEDGE, SKILLS AND ABILITIES
    1. Demonstrated ability in working in a complex, multi-entity accounting environment interfacing with all levels of an organization, internally and externally;

    2. Able to identify and resolve complex technical accounting and financial matters relative to grants;

    3. Able to make sound decisions on accounting transaction that could affect HCCS institutional credibility and its ability to obtain funds; and

    4. Able to supervise assigned accounting functions and resolve all accounting issues without supervision.
