Class Description

The purpose of this class is to provide leadership, guidance and oversight for the administration of assigned divisions. Provides vision, leadership, and direction.  Implements effective services and activities to support institutional planning and research, Community College of Baltimore County campuses, extension centers, auxiliary services, student finance and entrepreneurial or self-supporting special funds.  

Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Master’s degree and eight (8) years progressively responsible higher education experience, MBA is preferred. Minimum of three (3) years in a supervisory position related to finance, sales or campus management.  Demonstrated experience in research and the use and application of data to achieve successful outcomes and goals. Knowledge of higher education and/or government business policies and procedures preferred.

Class Specific Essential Duties

  1. Provide administrative leadership and vision to support the planning, direction, and evaluation of the college’s policies, objectives and initiatives regarding:
    1. Campus and extension center operations.
    2. Consumer centered operations
    3. Various CCBC operations and programs.
  2. Assess, evaluate, and grow units in an entrepreneurial fashion that embraces and values the community as well as its constituent groups.
  3. Develop and monitor operational budgets, revenues and expenditures, providing relevant historical and projected financial and other data to senior management. Focus on business models for selected operations.  
  4. Synthesize, assess, and interpret data in order to optimize preferred behavior and administrative resources.
  5. Serve as an advocate for the College and its students 
  6. Direct the development and implementation of CCBC’s policies and procedures.
  7. Oversee the timely and accurate submission of reports.
  8. Review and implement procedures to ensure adequate internal controls.
  9. Provide direct supervision and evaluation to assigned staff.
  10. Build morale through effective leadership, relationships and partnerships within the college

Position Specific Essential Duties

  1. Provide general leadership to the campus directors (Dundalk, Catonsville, Essex) and off-campus center directors Hunt Valley, Owings Mills and Randallstown. Provide leadership to the campuses and extension centers, ensuring student and staff needs are met and that there is excellent community engagement.   Ensure a physical environment on all campuses and extension centers that is clean, aesthetic, safe and conducive to student learning.  Assist and support the President with external community relations. Serves as advisor to Vice President and President regarding campus specific and community events and concerns. 
  2. Provide general leadership to the Planning Research and Evaluation department. Assure the College’s comprehensive planning, research and evaluation efforts, overseeing the entire planning process, including environmental scanning strategic plan maintenance, long range plan development and operational plan implementation.
  3. Provide leadership to student-centered finance operations.  Assure the appropriate recording of student tuition, fees, debts, and payments.  Influence student behavior to reduce debt while growing enrollment.  
  4. Lead the development and monitoring of operational budgets, revenues and expenditure for auxiliaries, special funds, large academic partnerships such as aviation schools, law enforcement academies, and transition programs.  
  5. Manage daily operations and provide general oversight and supervision to the areas such as Book Services, Vending Machines, Child Care, and Cafeteria services; maintain the college’s auxiliary functions by monitoring sales and cash flow to ensure availability of funds to meet the operational needs of the operations. Present, promote, and sell products and services, using solid arguments to support or change existing products or contracts for auxiliary services.
    1. Performs cost-benefit and needs analysis of existing and potential services.
    2. Maintain college’s external partnerships to ensure contract adherence, reviewing and implementing procedures to ensure adequate internal controls.
