We are seeking a Navy Airborne Electronic Warfare Operations Program Manager to help us establish national leadership in electronic warfare technologies and tactics development. The Navy Airborne Electronic Warfare Operations Program Manager is responsible for planning, execution, sponsor interaction, and establishing the strategic vision for APL’s role in advanced airborne electronic warfare and related studies.

 

You’ll be part of a multi-disciplinary team of engineers, developers, and analysts working on ground-breaking solutions for complex challenges. As a member of our team, you will be a key component of the Electronic Warfare Program Area and play an active role keeping executive leaders informed of portfolio progress and status.

 

As a Program Manager, you will...

  • Establish a vision to position the program to provide critical contributions across the electronic warfare functional domains.
  • Develop and sustain APL relationships with DoD sponsors and relevant stakeholders; Work with sponsors to conceive, develop, plan and execute new Navy Airborne EW Operations initiatives. (This will include monthly local travel to Patuxent River Naval Air Station, MD.)
  • Provide and conduct thought leadership activities to ensure a complete understanding of sponsors’ critical needs and current and future challenges, shape analytic work, and make technical contributions where appropriate and as a logical extension of APL’s strengths.
  • Actively manage projects, execute project funding, and process associated Task Assignments (TA), proposals, and supporting documentation in accordance with APL policies and government contracting regulations.
  • Ensure that deliverables meet sponsor expectations and project execution is within schedule and budget constraints.
  • Provide direction that establishes program priorities and cultivates team building within APL, with the program sponsors, and with sponsor supporting organizations.
  • Oversee and coordinate with line management to select, train, and mentor project and technical leads.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Bachelor's degree in a relevant technical discipline such as engineering, physics, mathematics, computer science, operations research.
  • Have extensive, relevant experience working with electronic warfare, aircraft, Navy kill-chains, and/or related technologies.
  • Can demonstrate understanding of systems engineering, design optimization, and modeling and simulation practices.
  • Have the ability to form strong, trusted relationships with sponsors and interact effectively with high-level DoD military and civilian leaders.
  • Possess excellent oral/written communication, interpersonal, problem solving, and organizational skills.
  • Demonstrate effective project management and/or team leadership experience.
  • Are able to travel to government and industry sites on a monthly basis, or as needed - Patuxent River Naval Air Station and National Capital Region being the primary locations.
  • Hold an active TS/SCI security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

You'll go above and beyond our minimum requirements if you...

  • Have a Master’s degree, or Ph.D., in a relevant technical discipline and/or Technical Management (or equivalent).
  • Are a recognized expert across multiple domains including electronic warfare mission planning, EW analysis, design, testing, and EW kill-chains.
  • Possess knowledge of APL programmatic, fiscal, and technical environment.
  • Have operational tactical aviation experience in USN/USMC or USAF.
  • Have been cleared for highly classified programs.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development. Minimum Rate

$140,000 Annually

Maximum Rate

$315,000 Annually
