PhD Union Relations Analyst
Job Description
We are seeking a PhD Union Relations Analyst. This position serves as the supplemental interface between the Vice Provost for Graduate Education Office, the Office of the University Registrar business area, HR and Labor Relations, University technology team, the Office of Institutional Research and Analysis, and contracted services. This position will generate regular and ad hoc reports, validate information in SAP and SIS, and lead the appointment letter process for PhD students. The Business Analyst will fully understand business problems presented and recommend creative solutions. They will support tasks and projects related to technical enhancements and solutions, data integration, mining, and analysis for reporting compliance and institutional needs.
Specific Duties & Responsibilities
45% Appointment Letters Process
- Lead development of centralized appointment letter system.
- Liaise with divisional leaders to ensure timely and accurate appointment letter creation.
- Image appointment letters and save in OnBase repository.
- Troubleshoot issues.
- Communicate and train faculty and staff on appointment letter process.
- Create and generate appointment letter reports.
- Ensure that all PhD students who need one have appt letter.
- Decide which supplemental positions need appt letters.
- Review interdivisional partners PhD positions to ensure alignment with CBA.
- Suggest enhancements to the process.
- Ensure data integrity and monitor entry, analysis, and report generation for adherence to established policies, procedures, and deadlines.
- Oversee access permissions.
- Create training documents and how-to guides for use university wide.
25% Data/System of Record/ List of PhDs under the Collective Bargaining Agreement (CBA)
- Work with the University Data Warehouse (UDW), HR Shared Services (HRSS), Office of Institutional Research and Analysis (OIRA), and Office of University Registrar (OUR) to compile the official and verified list of PhD students under the Collective Bargaining Agreement.
- Develop and maintain dashboard for quick data presentation.
- Request reports for the Union every semester to comply with the CBA.
- Troubleshoot system integrations.
- Work with OUR on FERPA consent maintenance.
- Tasks and projects related to data integration, mining, analysis, and reporting, partnering across different facets of the University, including but not limited to: Admissions, Finance, Financial Aid, HR, Operations, Academic Affairs, and Student Billing.
- Provide information for ad hoc record requests.
20% HR/SAP Coordination
- Union Dues and Fees Deductions.
- Query and generate monthly report of wage type deductions; de-identifying individuals as necessary based on FERPA.
- Troubleshoot any accounts payable issues relating to dues and fees deductions.
- Coordinate with HRSS to enter new dues/fees deductions.
International Employee Fund
- Coordinate with Office of International Services (OIS) to implement and monitor the process.
- Reconcile student information with SAP/personnel information and provide to HRSS to request visa reimbursements.
10% Other
- Research and resolve discrepancies in student information systems (SIS), enterprise systems, and SAP. Recommend future systems improvements.
- Serve as an expert and central resource on the TRU-UE Local 197-related systems and data. Provide functional support across all divisions as required, including ad hoc data analysis needs, with emphasized focus in supporting senior leadership.
- Collaborate on testing new business solutions, documenting processes, and providing recommendations.
- Triage or directly manage requests from faculty and staff found in centralized inboxes.

- Functional experience with Student Information Systems (SIS) and Microsoft Office Suite of programs (Word, Excel, SharePoint, etc.) is strongly preferred.
- Functional experience with SAP is strongly preferred.
- Functional experience with OnBase or other document imaging software is strongly preferred.
Minimum Qualifications
- Bachelor's Degree in related field.
- Three years of related experience.
- Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
- Bachelor’s Degree in Data Analytics, Information Systems, Finance, Accounting, or related field required.
- Four years of progressively responsible related experience.
- Experience working with cross-functional teams and process improvement.
- Experience working with Student Information Systems and/or SAP.

Starting Salary Range: $62,900 - $86,500 Annually (Commensurate with experience)
