Your Role:

The Population Health Management (PHM) Governance team, under the state mandate of the California Advancing and Innovating Medi-Cal (CalAIM) program, is designed to proactively assess and address the care needs of beneficiaries with tailored interventions. The Business Analyst, Consultant will report to the Sr. Manager, Governance, Population Health Management. In this role, you will primarily focus on system enhancement planning & business prioritization, system configuration & testing, coordination of production validation, incident management, and overall system support and vendor management. This hands-on role will be accountable for collecting and rationalizing business requirements, creating future state designs, writing user stories and more across various business areas.

Your Work

In this role, you will:

  • Conduct routine data analysis, needs assessments, and cost/benefit analysis to align information technology solutions with business initiatives
  • Formulate and define routine systems scope and objectives through research combined with an understanding of applicable business systems and industry requirements
  • Develop or modify information systems. Including analysis of business and user needs, documenting requirements, and revising existing systems
  • Identify a desired future state that addresses a business problem utilizing multiple analytic methodologies, business process modeling, and gap analysis
  • Conduct research, impact analysis, and determine the level of effort to complete requirements elicitation and defining the breakdown of tasks, resource loading, issue tracking, and resolution management
  • Support the business through development and provide high level testing scenarios in the form of requirement acceptance criteria
  • Drive and support continued process improvements for internal and enterprise initiatives
  • Lead and collaborate cross-functionally in analyzing, designing, and forming solutions to meet business outcomes
  • Leverage agile methodology and skill in business solution design to drive business requirements workshops and story writing
  • Collaborate with developers to test and verify that solutions will meet the business requirements
  • Implement project communication plans providing status updates to impacted staff and stakeholders
  • Anticipate unrealized problems or dependencies and recommend solutions
  • Look to understand and improve business process rather than simple lift and shift approaches
  • Be passionate about solving business problems using technology and keeping user perspective in focus

Your Knowledge and Experience

  • Requires a college degree or equivalent experience
  • Requires at least 7 years of prior relevant experience of managing diverse IT and Business projects
  • Requires deep knowledge of different Project Management methodologies (e.g. waterfall and Agile)
  • Requires experience managing projects with multiple cross functional project teams, product development lifecycle, or quality lifecycle
  • Requires advanced knowledge and ability to perform process mapping, root-cause analysis, gap analysis, and requirements gathering
  • Requires experience with software applications such as JIRA, Microsoft Project, Excel, PowerPoint, and Tableau. Visio expertise is preferred
  • Salesforce experience preferred
  • Highly skilled in interpersonal and verbal/written communications, flow and process diagramming presentations, analytical and problem-solving skills
  • Ability to work in a strong collaborative environment while independently delivering results
  • SAFe Agile methodology experience preferred using Jira and Confluence
  • Medi-Cal and Medicare experience is preferred

Pay Range:

The pay range for this role is: $96,470.00 to $144,760.00 for California.

Please note that this range represents the pay range for this and many other positions at Blue Shield that fall into this pay grade. Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
