Montgomery College, Office of Business Services, has an immediate need for a Full-time Budget & Financial Analyst. The work schedule is Monday-Friday –8:30 a.m. – 5:00 p.m. This is a Non-Bargaining; Exempt, Grade 31 position Montgomery College promotes and creates a working and learning environment rooted in the basic tenets of fairness, diversity, and inclusiveness. This position is currently eligible for telework 2 day(s) a week. This eligibility is subject to change based on the needs of the unit.

Duties include but are not limited to:

  • Perform fiscal management duties related to complex in-depth data analyses and development of recommendations for budget insights for executive management to make college wide financial decisions for sound fiscal management and the development of college wide growth initiatives.
  • Analyze financial data, extract, and define relevant information.
  • Interpret data for the purpose of determining past financial performance and/or to project a financial probability.
  • Gather information to prepare specialized report requests, which can come from the executive management/leadership within the College.
  • Perform complex statistical, cost and financial analysis of data.
  • Design, develop, implement, and maintain a relational database structure utilizing the Workday and Banner multi-module systems and advanced spreadsheet applications.
  • Design and develop additional relational databases and applications to locate, retrieve, manipulate, and modify specialized data.
  • Maintain fixed asset accounting system, ensuring adherence to accounting standards and College Policies and Procedures throughout acquisition, capitalizaiton, depreciation, and disposal processes.
  • Evaluate lease agreements and lease modifications to determine appropriate accounting treatment, including lease classification (operating or capital) and recognition of lease assets and liabilities.
  • Prepare financial statements, quarterly reports, and required regulatory reports from governmental entities.  Participates in annual audit preparation and year end close activities.
  • Prepare monthly cash disbursement report for the College's capital projects.
  • Perform general ledger reconciliations to ensure accuracy and integrity of financial data, identify and resolve discrepancies as needed.
  • Conduct periodic reconciliations between project budgets and actual expenses, investigate any discrepancies, and implement corrective measures as necessary.
  • Prepare and file tax returns including Form 990, 990T, Maryland 500, and Form 1, ensuring compliance with relevant tax regulations and deadlines.
  • Stay updated on relevant accounting standards and regulations, particularly those outlined by the Governmental Accounting Standards Board (GASB), ensuring compliance with all pertinent guidelines and requirements.
  • Performs other duties as assigned.

Required Qualifications:

  • Bachelor’s degree in accounting, business administration, financial management or related field, or the equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job.
  • Five years of related experience in an educational institution and/or equivalent professional experience.
  • Proficiency in utilizing ERP systems, software applications, database, spreadsheets, and/or word processing required.
  • Knowledge of the principles, processes, and standards for integrated financial analysis and reporting as related to a public institution.
  • Management and maintenance of complex budgets.
  • Knowledge of governmental financial regulations, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements.
  • Considerable communication, organizational, analytical/problem solving skills in expressing ideas, conclusions and recommendations in an effective, clear, and concise manner, both orally and in written communication.
  • Must have strong interpersonal skills, work tactfully, communicate effectively with senior management, staff, supervisors, and managers.
  • In addition, the ability to work well in a team environment that is participative/collaborative to creatively resolve business issues.

Preferred Qualifications:

  • Experience in higher educational institution
  • Experience with Workday ERP system
  • Advanced Excel skills including pivot tables, VLook Up, macros, logic functions, etc.

Hiring Range $76,679 to $99,671/annually. Initial salary placement is based on candidate experience and internal equity.  Please include a complete resume including all relevant and related work experience.
