Cosumnes River College looks to a dynamic individual who can lead the implementation of the Title V Developing Hispanic Serving Institution Grant. With the guidance of the President of Cosumnes River College, and under the supervision of the Vice President of Instruction and Student Learning, the Title V HSI Grant Project Director X is responsible for the successful fiscal, operational, and compliance administration of the federal Title V Hispanic Serving Institution (HSI) grant. The MI CASA Project provides Hispanic and low-income students opportunities to enroll smoothly in college, stay in college, and graduate/transfer in a timely manner.
The Project ensures on-going success through four interrelated goals: 1) Creating an infrastructure to increase retention, degree/certificate completion and transfer; 2) Providing specific incentives and support to help students enroll, stay enrolled, and complete college on-time; 3) Designing an infrastructure and physical space to facilitate faculty and staff professional development in culturally responsive curriculum, teaching, and student services, and to build community with students (the MI CASA Center); 4) Building the infrastructure to assure students develop the specific knowledge and skills needed for a strong economic future, and the knowledge and skills that will lead to success in further education and on the job. This is a five-year grant-funded position, renewable on a yearly basis.
Typical duties may include, but are not limited to:
• Supervising and evaluating the contribution of MI CASA classified professional staff in relation to Project goals and their specific work with regards to the outcomes for students.
• Providing guidance and supervision for the MI CASA Counselor in pursuit of Project goals and expected outcomes for students.
• Managing all administrative, budgetary, contracting, compliance, and reporting aspects of the Title V HSI grant for the U.S. Department of Education and for the Los Rios Community College District.
• Identifying and implementing best administrative and budget practices of the Los Rios Community College District.
• Providing guidance for a thorough formative and summative evaluation of the MI CASA Project.
• Participating in College Accreditation efforts and Program Review.
• Participating in all Title V HSI grant and MI CASA Project activities.
• Providing leadership and day-to-day direction in realizing the vision of the MI CASA Project.
• Providing leadership in the hiring of MI CASA Project Student Success Coaches, Counselor, and Clerk.
• Providing leadership in implementing the Competitive Preference Priorities (CPPs) of the Title V HSI Grant: CPP 1: Fostering Flexible and Affordable Paths to Obtaining Knowledge and Skills; CCP 2: Fostering Knowledge and Promoting the Development of Skills That Prepare Students to Be Informed, Thoughtful, and Productive Individuals and Citizens.
• Developing and enhancing a comprehensive plan to identify and address CRC’s enrollment, retention, support, and graduate rates of Hispanic and low-income students.
• Representing Cosumnes River College in meetings and conference calls with regards to the MI CASA Project and the Title V HSI grant in the role of Project Director and CRC administrator.
• Collaborating with the CRC Title V HSI Steering Committee to maintain the integrity of the MI CASA Project purpose and goals in execution of the MI CASA Project as described in the Five-Year Implementation Plan.
• Working closely with the LatinX community of the College and District.
• Collaborating with College leadership in furtherance of the College’s Strategic Plan, Student Achievement and Equity Plan, and Guided Pathways goals through implementation of the MI CASA Project.
• Working with faculty, classified professional staff, administration, and students to ensure appropriate and effective implementation of MI CASA Project related instruction, counseling, and student services.
• Working collaboratively with Career and Academic Community Deans and Student Support Teams in implementation of College student success goals.
• Developing and sustaining community partnerships aimed to increase the success of Hispanic and low-income students.
• Developing and sustaining partnerships for referrals to CRC, e.g.: K-12 UC, CSU, Community Resources, Sacramento County Office of Education.
• Collaborating with faculty, classified professional staff, and administrators in furtherance of the College’s mission, vision, and values through the implementation of the MI CASA Project.
• Collaborating with the U.S. Department of Education Title V HSI Program Monitor to ensure grant compliance.
• Solving operational challenges as they arise in implementation of the grant/Project, including the documentation of best practices and the opportunities for program improvement.
• Communicating verbally, and in written form, on a regular basis as determined by the Vice President of Instruction and/or President of the College with College Executive Leadership.
• Creating effective and practical project work plans, timelines, and budgets for implementing MI CASA goals.
• Producing public information releases, writing reports, and presenting to various campus and community groups about the implementation of the MI CASA Project.
• Working with the Office of Research and Equity to collect data needed to determine effectiveness of MI CASA Project goals and expected outcomes in order to ensure meeting of Title V HSI grant provisions.
• Working with the Office of Research and Equity to submit eligibility requirements for federal grants.
• Monitoring and consolidating data related to the performance of the college as defined by federal grant guidelines.
• Producing budget modifications and budget reports as required by the U.S. Department of Education.
• Performing other duties as assigned.
The administrative assignment may include day, evening, weekend, and/or off-campus work and/or hours.
Work Year12 month
Two years’ experience in grants management and/or project management, leadership and supervision; experience in advising, counseling, teaching, or student services to effectively lead and manage this project.
1. Have a master’s degree* in education, counseling, student personnel or related field from an accredited institution. completed by January 4, 2021. All degrees must be from an accredited institution.
2. Have two years of formal training, internship, or leadership experience.
3. An equity-minded focus, clear evidence of responsiveness, sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as they relate to differences in learning styles. Demonstrated ability to successfully foster and support an inclusive educational for Hispanic and low-income students.
