Position Description

One (1) Classified Temporary – Provisional full-time (40 hours), full year position.

Classified Temporary – Provisional. This recruitment will result in a Temporary Provisional ( TPV ) appointment. This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Under the general direction of the Vice Chancellor, Finance and Administration, the 1823 Senior Administrative Analyst will plan, organize, lead and/or participate in complex sensitive and detailed analytical work in the areas of budget, fiscal, and administration of District operations and policies. The Senior Administrative Analyst will primarily serve as lead analyst for the budget department.

NOTE : This position is designated Confidential and is not represented by a bargaining unit.

Job Duties
1. Research, analyze, and make operational recommendations and act as the lead budget analyst.

2. Provide training and support to budget managers and their analysts in reviewing reports and accounting records to determine if allocated funds have been spent as specified.

3. Develop, coordinate, monitor and manage through budget managers and analysts’ position control budgets for all District departments.

4. Analyze trends in budget expenditures and revenues; prepare financial/statistical reports for management and other funding agencies both Restricted and Unrestricted. Assist in the monitoring of budgets, budget reporting and interpretation of budget-related documents.

5. Plan and perform financial analyses including forecasting, revenue and expense projections, preparing reports with financial recommendations and appropriate supporting documents relative to those funds under management by this position; may assist in the preparation for audit schedules and financial statements.

6. Assist with the analysis and implementation of program review and institutional planning requirements; advise and provide operational budget revisions and identify resources to facilitate planning requirements.

7. Analyze existing and proposed administrative policies and procedures as well as organizational problems; identify administrative problems and determine methods of analysis; prepare executive level summary reports based on studies.

8. Provide technical guidance and resources District wide for Argos OLAP reporting systems relating to budget and fiscal planning and application.

9. Lead and provide directions to a team of budget, payroll or accounts payable personnel to accomplish various operational tasks necessary to meet institutional planning, forecasting, and fiscal objectives.

10. Supervise the coding of accounts payable, personnel /non-personnel budget funding, operational check processing, chart of account maintenance and monitoring of BANNER grants module including the establishment and maintenance of location codes for all expenditures.

11. Develop budget-related procedures and update the chart of accounts and relationship of organization, account, and program codes.

12. Additional related duties as assigned.

Minimum Qualifications
1. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A; OR

2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A.

SUBSTITUTION : Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications
1. Experience with complex, sensitive and detailed analytical work in budgetary, financial, and fiscal policy.

2. Demonstrated knowledge of principles of budgets and accounting principles.

3. Familiarity and understanding of complex financial computerized systems.

4. Strong mathematical background with excellent analytical skills.

5. Ability to establish and maintain effective working relationships.

6. Ability to advise and provide interpretation to others on how to implement the various procedures and standards to specific situations involving the evaluation of information against measurable criteria.

7. BANNER Finance System and BANNER Argos Reporting Tool.

8. Excellent written and oral communication skills.

Benefits
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only ( STO ) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school-term-only ( STO ) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2. New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund ( RHCTF ).
