Position Summary

Serves as the participant liaison for the Opportunity Works program funded through the public workforce system and its delivery of services to current and prospective participants and employers being served under the grant program. Opportunity Works trains young adults, ages 16-24) in suburban Cook County and connects them with businesses that are looking for new employees. This position is responsible for providing case management, support services, employment readiness and retention, and other services required to assist Opportunity Works participants in attaining job skills, foundational skills training and occupational training in a high growth/high demand industry, with the goal of entering and/or retaining self-sustaining employment. Documents client participation and progress as specified by the funding source’s record keeping requirements.

Reporting and Supervisory Relationships

Direct reporting relationship to the Opportunity Works Grant Manager. Supports the Dean, Corporate and Continuing Education; and, grant team with carrying out the mission of the college and department.

Essential Responsibilities

1. Serves as project lead under the grant to ensure program success and performance outcomes are met.
2. Assists with outreach and recruitment of program participants.
3. Schedules and conducts: information sessions, intake and eligibility meetings, participant mentor meetings, foundational skills training and ongoing career workshops.
4. Conducts assessments and develops an education & training plan for each Opportunity Works participant in support of successful participant completion.
5. Advises students throughout the career development process. Assists with resume, interview and career readiness skills.
6. Provides academic and career advisement, degree planning, registration, and case management for students who are participating in the Opportunity Works program.
7. Administers and coaches grant students to effectively utilize career interest systems and other resources that aid in the career development process.
8. Informs and advises students, staff, businesses, community members and partners regarding the grant goals and objectives.
9. Recommends program policies and coursework to meet student and community needs.
10. Represents the College on-and off-campus at college/career programs, business, and community-related events.
11. Attends conferences, workshops, seminars, and meetings to enhance career development skills pertinent to this positions responsibility in support of the grant.
12. Assists the Employer Relations Coordinator(s) and grant team with participant and program success.
13. Assesses and provides solutions and referrals to participants’ barriers. Recommends and issues wrap around services (such as transportation and child care assistance) as needed.
14. Monitors and tracks successful grant measures and outcomes.
15. Assists the Employer Relations Coordinator(s), Manager, Dean and designated grant employees with participant and program success.
16. Develops a working knowledge of the grant and college policies, procedures, academic programs, and services.
17. Provides quality services and work cooperatively with other service providers and College personnel.
18. Maintains high degree of discretion dealing with confidential information.
19. Performs other duties as assigned that align with the scope of the grant initiative.

Other Duties and Responsibilities
Working Conditions/Physical Requirements

This position will frequently travel between college locations and employer sites on a daily basis. The employee typically works indoors in an environment protected from the weather. With some frequency, travel is required to meet with employers, current and prospective students at a site other than Prairie State College. Physical activities include the ability to carry appropriate recruitment materials sometimes weighing up to 40 pounds.

Minimum Qualifications

1. Bachelor Degree in Social Work, Counseling, Instruction or related field.
2. Two (2) years of work experience working with low income and economically disadvantaged participants.
3. Evidence of commitment and ability to work in teams with ability to maintain confidentiality.
4. Demonstrated excellent oral, written, and interpersonal skills with solid proficiency with computer software.
5. Local travel required. Access to reliable transportation and willingness to work a flexible schedule, including some evening and/or weekend hours required.

Preferred Qualifications

1. Graduate degree in student personnel or a related field.
2. Career advising experience in a community college setting.
3. Experience with Workforce Innovation and Opportunity Act (WIOA) programs.
4. Case Management experience.

Anticipated Work Hours and Days

This position requires flexible scheduling, including evening and weekend hours.
